For up to $600K, Altamont to buy combined pumper truck
ALTAMONT — The village plans to spend up to $600,000 to buy a pumper truck for its fire department.
The new truck will replace one that’s out of service, as well as a rescue squad truck that is used now. Altamont Fire Chief Paul Miller said it’s becoming more common to combine the functions of separate fire and rescue vehicles into one, so fewer volunteers and less space at the station are needed.
Village and fire officials are prepared to spend up to $600,000, but expect bids to come in at less than that.
The rescue-squad truck that will be taken out of service when the new truck arrives is from 1996, but has only 5,700 miles and is in good condition, Miller said. The village hopes to sell it for about $70,000 to $80,000. Miller said there already is interest in the truck from another department.
The bulk of the funding — $330,598, as of June 1 — is in a reserve account, said Nicholas Fahrenkopf, a village trustee.
Another $100,000 will come from a grant that Senator George Amedore secured through New York’s State and Municipal Facilities Program, Fahrenkopf said.
The remaining $100,000 will come from the village’s general fund. The money will be transferred into the vehicle reserve fund in May 2018, at the end of the 2017-18 budget year.
The village actually is transferring $107,000. Of that, $7,000 will be used to replace radios for the fire department, Fahrenkopf said.
If bids come back for less than $600,000, the balance will stay in the reserve fund for the purchase of the next vehicle the fire department needs.
Under New York State law, villages and cities are required to provide fire protection, while towns cannot, Fahrenkopf said.
The village board on Wednesday unanimously approved three measures related to the purchase process.
One measure was setting a public hearing on July 18 at 7 p.m. Another was to go out to bid. Fahrenkopf said the fire department will finish the specifications soon. Then, bids will be accepted for about a month.
After a bid is awarded, a 30-day period allows a chance to challenge the decision through a referendum. Then, if there is no challenge, the village can order the truck.
Altamont is seeking a truck with a 1,000-gallon water tank and 1,500-gallons-per-minute pump capabilities.
Miller said it could take about a year for the truck to be built to specifications so, if the village board approves bids in July and orders the truck in August, the department could get the truck around September 2018.
The department currently has four vehicles in service. When the new pumper truck arrives and replaces the squad truck, the department still will have four vehicles in operation.

— Appointed Trustee John Scally and resident representative Deborah Hext to the Altamont Guilderland Referral Committee, which examines development and land-use issues on properties close to the village;
— Appointed Michelle Ganance to a vacant position on the zoning board of appeals, for the remainder of a five-year term that expires March 31, 2018; and
— Approved a request by Phil Carducci to hold the annual Altamont 5K Run/Walk along village roads on Aug. 26.
