PROPOSITION #1

The hours during which the polls shall be kept open shall be from 6 a.m. to 8:00 p.m. prevailing time or for as long thereafter as necessary to enable qualified voters who are in the polling place at 8:00 p.m. to cast their ballots. Any person shall be entitled to vote who is: (a) a citizen of the United States, (b) at least eighteen years of age at the time of the vote and (c) a resident within the District for a period of thirty days preceding the November 2, 2017 vote.
Absentee ballots may be applied for at office of the District Clerk, Berne-Knox Westerlo High School, 1738 Helderberg Trail, Berne, New York. Applications for absentee ballots must be received by the District Clerk at least seven days prior to the vote if the ballot is to be mailed to the voter, or on or prior to November 1, 2017, if the ballot is to be delivered personally to the voter. Absentee ballots must be received by the District Clerk not later than 5:00 p.m. on November 2, 2017. A list of all persons to whom absentee ballots have been issued will be available for inspection by any qualified voter of the District in the Office of the Clerk of the District between the hours of 9:00 a.m. and 4:00 p.m. during the five days prior to the day of the vote. REQUEST FOR PROPOSALS
FOR CONSULTATIVE SERVICES
The Town of Guilderland, New York is interested in retaining expert consultant services to provide technical and valuation advice to the Town Assessor’s Office for the Town’s proposed “in-house” reassessment or systematic analysis for the 2019 assessment roll.
The Town of Guilderland is a municipality located in the County of Albany, New York.
The Town last completed an “in-house” traditional reassessment for the 2005 assessment roll in compliance with the New York State Real Property Tax Law. The Town is seeking proposals from contractors to assist in the Town’s conducting of either an “in-house” traditional assessment of all real property or an “in-house” systematic analysis of all real property, as determined by the Town, for the 2019 assessment roll.
This request for written proposals seeks interested expert consultants to accomplish this process in a timely, professional and cost effective manner. It is anticipated that this project will commence in November 2017 and terminate in June 2019. The Town seeks written proposals from interested consultants wherein the selected individual or firm will:
1. Provide expert advice and assistance to the Town Assessor with respect to the viability and utility of the existing assessment roll (more particularly the inventory components of such roll) for the proposed reassessment or systematic analysis.
2. Provide expert advice and assistance to the Town Assessor with respect to the verification of the inventory of all useable sales that have or will occur between January 2013 and June 2018.
3. Provide expert advice and assistance to the Town Assessor with respect to the production of Income and Expense questionnaires to be sent to income producing property owners in early 2018.
4. Provide expert advice and assistance to the Town Assessor with respect to the review of inventory data for selected residential and commercial properties to help determine the accuracy and consistency of their objective data variables. To this end, the consultant will need to formulate acceptable and statistically reliable measures for such use. It is the intention of the Town Assessor that all statistical analyses will be initially run by an individual who is both a New York State Certified General Real Estate Appraiser with experience and knowledge of the IBM-SPSS statistical package, with particular emphasis on stepwise regression modeling and all relevant measures of central tendency.
5. Provide expert advice and assistance to the Town Assessor with respect to ensuring that all assessment roll components are properly edited and up-to- date. It is the intention of the Town Assessor that the provision of this segment of the reassessment or systematic review process be conducted by an individual with extensive knowledge and working experience with RPSV4.
6. Provide expert advice and assistance to the Town Assessor with respect to the knowledge and use of RPSV4. It is the intention of the Town Assessor that all residential modeling and land tables will be outputted through the RPSV4 statistical and delineation routines.
7. Provide expert advice and assistance to the Town Assessor with respect to creating statistically valid and useful profiles of the assessment roll, including, but not limited to, the verification of the statistical reliability of the existing neighborhood clusters, valuation districts, etc., utilizing the IBM-SPSS software. Such profiles shall also include the statistical relationships between the subject and sales files.
8. Provide expert advice and assistance to the Town Assessor with respect to providing a Commercial VFF. It is the expectation of the Town Assessor that the provision of this segment of the reassessment or systematic review process be conducted by a New York State Certified General Real Estate Appraiser with extensive knowledge of and expertise in the ORPTS VFF system and of the values of income producing properties in Albany County and Town of Guilderland.
The Town shall utilize, among other criteria, the following factors: (a) quality of service, (b) proven performance, (c) experience, (d) reliability and qualification of the individual and/or firm, and (e) cost proposal.
Individuals or firms wishing to be considered should submit a sealed written proposal and a duplicate copy to Town Clerk’s Office, Town Hall, 5209 Western Turnpike, Guilderland, New York 12084-0339 on or before 3:00p.m. on November 8, 2017.
