PLEASE TAKE NOTICE that the Board of Trustees of the Village of Voorheesville will hold a further Public Hearing on Tuesday, October 8, at 6:10 PM for Local Law#1 Enforcement of Water System Rules & Regulations.  
The Board of Trustees will also hold a further Public Hearing on Wednesday, October 8, at 6:20 PM to consider changes to its Water System Rules & Regulations. 
The hearings will be held at the Village Hall, 29 Voorheesville Ave, Voorheesville, NY. This is an open meeting, and the public are invited to attend. Copies of Local Law #1 and the Water System Rules and Regulations are available on the Village website and at the Clerk’s office.

The hearing will be held at the Village Hall, 29 Voorheesville Ave, Voorheesville, NY. This is an open meeting, and the public are invited to attend. Copies of the Proposed Smoke Free Zone Resolution are available on the Village website and at the Clerk’s office.

NOTICE OF SPECIAL MEETING
BERNE-KNOX-WESTERLO CENTRAL SCHOOL DISTRICT
NOTICE IS HEREBY GIVEN that, pursuant to a resolution adopted by the Board of Education of the Berne-Knox-Westerlo Central School District (the “District”) on September 22, 2025, a special meeting of the qualified voters of the District be and the same is hereby called to be held on November 10, 2025 from 7:00 a.m. to 9:00 p.m. prevailing time in in the cafeteria of the Berne-Knox Westerlo Elementary School, 1738 Helderberg Trail, Berne, New York:
PROPOSITION
Shall the Board of Education of the Berne-Knox Westerlo Central School District be authorized to: (1) reconstruct various District buildings and facilities, including site work, and acquire original furnishings, equipment, machinery or apparatus required for the purpose for which such buildings and facilities are to be used, at a maximum aggregate cost of $5,142,000; (2) expend such sum for such purposes; (3) levy the necessary tax therefore, to be levied and collected in annual installments in such years and in such amounts as may be determined by the Board of Education, taking into account state aid; and (4) in anticipation of the collection of such tax, issue bonds and notes of the District at one time or from time to time in the principal amount not to exceed $5,142,000 and levy a tax to pay interest on said obligations when due?
The vote upon such proposition shall be by machine or absentee, early mail and military ballot.  The hours during which the polls shall be kept open shall be from 7:00 a.m. to 9:00 p.m. prevailing time or for as long thereafter as necessary to enable qualified voters who are in the polling place at 9:00 p.m. to cast their ballots.  
Personal registration of voters is required either pursuant to New York Education Law §2014 or pursuant to Article 5 of the New York State Election Law. If a voter has heretofore registered pursuant to New York Education Law §2014 and has voted at any annual or special district meeting within the past four (4) calendar years, such voter is eligible to vote at this Special Vote; if a voter is registered and eligible to vote pursuant to Article 5 of the New York State Election Law, such voter is also eligible to vote at this Special Vote. All other persons who wish to vote must register. The Board of Registration will meet for the purposes of registering all qualified voters of the District pursuant to Education Law §2014 at 1738 Helderberg Trail, Berne, NY 12023 on October 27, 2025 between the hours of 12:00 P.M. and 4:00 P.M. prevailing time, to add any additional names to the Register to be used at the aforesaid Special Vote, at which time any person will be entitled to have his or her name placed on such Register, provided that at such meeting of the Board of Registration he or she is known or proven to the satisfaction of said Board of Registration to be then or thereafter entitled to vote at such Special which the Register is prepared. The Register so prepared pursuant to Education Law §2014 will be filed in the Office of the Clerk of the School District in the Administration Building, located at 1738 Helderberg Trail, Berne, NY 12023, and will be open for inspection by any qualified voter of the District beginning on October 31, 2025 between the hours of 7:30 A.M. and 3:30 P.M., prevailing time, on weekdays, and each day prior to the day set for the Special Vote, except Sunday or holidays, and on Saturday by pre-arranged appointment, and at the polling places on the day of the Special Vote.
Notice is given that the Voter Register of the School District so prepared, including the names of military voters who submitted valid military registrations, will be filed in the Office of the Clerk of the School District, where the same will be available for public inspection by any qualified voter of the School District starting October 31, 2025 during regular business hours from 7:30 a.m. to 3:30 p.m. and by appointment with the District Clerk on Saturday, except Sundays and holidays. Said register shall be open for inspection at the voting place during the day of the Special Vote on November 10, 2025.
Qualified voters with disabilities who seek information about access to polling places may, in advance of the date of the Special Vote, contact the District Clerk at (518) 872-1293 for information about accessibility.
Applications for absentee ballots and early mail ballots may be applied for during school business hours at the office of the District Clerk, Berne-Knox Westerlo High School, 1738 Helderberg Trail, Berne, New York.  Applications for absentee ballots may not be received by the District Clerk earlier than thirty days prior to the Special Vote and must be received by the District Clerk at least seven days prior to the vote if the ballot is to be mailed to the voter, or on or prior to November 3, 2025, if the ballot is to be delivered personally to the voter.  Absentee ballots must be received by the District Clerk not later than 5:00 p.m. on November 10, 2025.  A list of all persons to whom absentee ballots have been issued will be available for inspection by any qualified voter of the District in the Office of the Clerk of the District between the hours of 7:30 a.m. and 3:30 p.m. during the five days prior to the day of the Special Vote.  Any qualified voter may challenge the acceptance of the ballot of any person on such list, by making his or her challenge and reasons therefor known to the Inspector of Election before the close of the polls.
The Education Law makes special provision for absentee voting by “permanently disabled” voters of the School District and any questions regarding these rights should be directed to the District Clerk. 
The Education Law makes special provisions for absentee voting for “military” voters of the School District. Specifically, the law provides a unique procedure for “military ballots” in school district votes. Notice is given that military voters who are not currently registered may apply to register as a qualified voter of the Berne-Knox-Westerlo Central School District by requesting and returning a registration application to the District Clerk in person, or by email to or fax sent to (518) 872-0938. The request for the registration application may include the military voter’s preference for receipt of the registration application by either mail, fax or email. Military voter registration application forms must be received in the office of the District Clerk no later than 5:00 p.m. on October 16, 2025.
Military voters who are qualified voters of the Berne-Knox-Westerlo Central School District may request an application for a military ballot from the District Clerk and return such military ballot application to the District Clerk in person, or by email to or fax sent to (518) 872-0938. In order for a military voter to be issued a military ballot, a valid military ballot application must be received in the office of the District Clerk no later than 5:00 p.m. on October 16, 2025.  Military ballot applications received in accordance with the foregoing will be processed in the same manner as a non-military ballot application under Section 2018-a of the Education Law.  The application for military ballot may include the military voter’s preference for receipt of the military ballot by mail, fax, or email. A military voter’s original military ballot application and military ballot must be returned by mail or in person to the office of the District Clerk at 1738 Helderberg Trail, Berne, NY 12023 along with the required signed affidavit by the voter.
Military ballots shall be canvassed if they are received by the District Clerk before the close of polls on November 10, 2025 showing a cancellation mark of the United States Postal Service or a foreign country’s postal service, or showing a dated endorsement of receipt by another agency of the United States Government; or received not later than 5:00 p.m. on November 20, 2025 and signed and dated by the military voter and one witness thereto, with a date which is ascertained to be not later than the day before the Special Vote.

For the approval of a Cable Television Agreement between Spectrum Northeast, LLC and the Town of Berne
PLEASE TAKE NOTICE that the Town of Berne will hold a Public Hearing on     Tuesday October 7, 2025 at 6:30p.m. at the Town Community Center located at 1360 Helderberg Trail Berne, New York 12023 regarding renewal of the cable television franchise agreement by and between the Town of Berne and Spectrum Northeast, LLC, an indirect subsidiary of Charter Communications.
A copy of the agreement is available for public inspection during normal business hours at the Clerk’s office 1656 Helderberg Trail, Berne New York 12023 and online at www.berneny.org.  At such public hearing, all persons will be given an opportunity to be heard.  Written and oral statements will be taken at that time.  Time limitations may be imposed for each oral statement, if necessary.

Albany Gastroenterology Consultants
Notice of Data Security Event
Albany Gastroenterology Consultants, Date – Albany Gastroenterology Consultants (“Albany Gastro”) experienced a data security event that involved personal and/or protected health information belonging to certain and former patients. Albany Gastro has provided notice of this event to impacted individuals. 
On November 19, 2024, Albany Gastro became aware of unusual activity that disrupted access to a certain system. Upon discovery, Albany Gastro took steps to secure its network and engaged a leading, independent digital forensics and incident response firm to investigate what happened and whether any sensitive data may have been impacted. The investigation subsequently revealed certain personal information was accessed and acquired without authorization by an unknown actor on or about November 10, 2024. Albany Gastro then engaged a third-party vendor to conduct a comprehensive review of the affected data to determine whether it included personal information. On September 17, 2025, Albany Gastro confirmed the scope of the impact and secured information sufficient to effectuate notice. Please note that Albany Gastro has no evidence of any actual or suspected misuse of information involved in this event.
The potentially impacted information may have included names, addresses, Social Security number, driver’s license or state identification number, taxpayer identification number, financial account information, U.S. Alien registration number, date of birth, passport number, medical information and health insurance information.
As soon as the event was discovered, Albany Gastro took steps referenced above. Albany Gastro notified the Federal Bureau of investigation and will provide whatever cooperation is necessary to hold the perpetrators accountable. Albany Gastro also notified the U.S. Health and Human Services Office for Civil Rights and consumer reporting agencies of this event. Albany Gastro is also taking additional steps to prevent a similar event from occurring the future.
Albany Gastro is not aware of any evidence of actual misuse of any of the information potentially involved in this event. However, on September 23, 2025, Albany Gastro mailed notice of this event to potentially impacted individuals for which Albany Gastro had identifiable address information. The notice provided information about event and resources that potentially impacted individuals could utilize to protect their information including the opportunity to enroll in complimentary identity protection services through IDX for those with Social Security number or driver’s license number impacted.
Albany Gastro has established a toll-free call center to answer questions about the event. The call center is available Monday through Friday from 9:00 a.m. to 9:00 p.m. Eastern Time (excluding major U.S. holidays) and can be reached at 1-833-353-4510.
