TOWN OF NEW SCOTLAND
NOTICE OF RECEIPT OF TAX ROLL AND WARRANT
TAKE NOTICE, that I, Lisa Williams, the undersigned Collector of Taxes of the Town of New Scotland, County of Albany and State of New York, have duly received the tax roll and warrant for the collection of taxes within the Town of New Scotland for the year 2026, and that I will collect at 2029 New Scotland Road, Slingerlands, NY, in said Town of New Scotland from 8:30 A.M. to 4 P.M. each day except Saturdays, Sundays, and holidays for the purpose of receiving taxes on the said roll. 
TAKE FURTHER NOTICE, that taxes may be paid on or before February 2, without interest. On all taxes received after such date, there shall be added interest of 1% if paid on or before March 2nd and an additional 1% for each additional month or fraction thereof thereafter until such taxes are paid or until the return of unpaid taxes to the County Treasurer pursuant to law.
TAKE FURTHER NOTICE, that pursuant to the provision of the law, the tax roll of the Town of New Scotland will be returned to the Treasurer of the County of Albany on the 1st day of April, 2026.

The taxable inhabitants of the Town of Berne will take notice that the undersigned collector of taxes in the said town, has received the warrant for the collection of taxes for the present year and will attend at the following named place and dates for the receiving of taxes.

Request for Proposals (RFP)  
Enrollment Projection Study  
1. General Information  
The Guilderland Central School District (GCSD) is seeking proposals from qualified consultants to provide  a comprehensive enrollment projection study. The goal is to produce accurate, data-driven five-year and  ten-year enrollment forecasts that will inform long-range facilities planning and future capital projects.  This work will help the District understand historical and emerging enrollment patterns, capacity  utilization, and potential areas of opportunity, need and challenge.  
2. Receipt of Proposals  
Proposals must be received no later than 2:00 P.M. on January 9, 2026, with an anticipated Board of  Education award at its January 13, 2026 meeting. A physical copy of the proposal must be submitted in a  sealed envelope clearly marked, “Enrollment Projection Study”

In the event the Guilderland District Office is closed on the day of the deadline, the deadline shall  automatically be rescheduled for the same time on the next day the District Office is open.  
The Proposal submitted is the document upon which the District will make its judgment regarding a  Company’s qualifications, understanding of the District’s scope and objectives, methodology, and ability  to complete services under the contract.  
Those submitting Proposals do so entirely at their own expense. There is no expressed or implied  obligation by the District to reimburse any firm or individual for any costs incurred in preparing or  submitting proposals, preparing or submitting additional information requested by the District, or for  participating in any selection interviews.  
Submission of any Proposal indicates acceptance of the conditions contained in the RFP, unless clearly  and specifically noted otherwise in the Proposal.  
The District reserves the right to reject any and all proposals, in whole or in part, submitted in response  to its RFP.  
The District reserves the right to waive any and all informalities and to disregard all non-conforming,  non-responsive or conditional Proposals. 
The District may, at any time, by written notification to all vendors, change any portion of the RFP  described and detailed herein.  
During the evaluation of Proposals, the District may require clarification of information or may invite  vendor to an oral presentation to amplify and or validate Proposal contents.

Data in Excel or similar file provided to district  
Development of slide deck for public presentation and ancillary materials (e.g.  infographics)  
Presentation at Board of Education or similar public forum  
4. Project timeline  
January 13, 2026: Project Award  
Mid-January: Meet with district to identify data needs  
February 25, 2026: Delivery of Written Report  
March-April 2026: Public Presentation  
5. Submittal Requirements  
Each Proposer is required to present evidence of experience, qualifications, financial responsibility and  capacity to perform the requested services including a guarantee that the services can be completed  according to the Project Timeline above.  
6. Vendor Response Requirements 
All proposals must, at a minimum, include the following information:  
Experience and statement of qualifications  
Company background, key contact details  
Methodology and Work Plan  
Project Schedule  
Deliverables  
Cost proposal  
At least two examples of similar reports  
At least three references

Insurance and Indemnification  
Specific insurance requirements may be dispensed with at the District’s discretion if the bidder  indicates and provides a rationale as to why it is not needed.  
The Contractor and its’ subs must provide a current Certificate of Insurance providing the following  minimum limits and coverages:  
1) General Liability limits of at least $1,000,000 per occurrence, $2,000,000 General Aggregate,  $2,000,000 Products and Completed Operations Aggregate.  
Guilderland Central School District to be named as an “Additional Insured”. The  Contractor’s insurance should be “Primary & Non-Contributory” over all other valid and  collectable insurance.  
Guilderland Central School District’s Insurance will be non-contributory and excess  only.  
Per Project Aggregate Endorsement required and should be indicated on the  
endorsement.  
There shall be no exclusions or limitations for injuries to contractors’ or sub-contractors’  employees, nor any reference to limitations or exclusions concerning NYS Labor Law  sections 240-241.  
The policy will include Contractual liability coverage.  
2) Workers Compensation and Employers’ Liability coverage include coverage for any Executive  Officer, Partner or Sole Proprietor that will perform work. Employers Liability limits required are  $1,000,000/$1,000,000/$1,000,000.  
3) Commercial Automobile Liability with a limit of at least $1,000,000 per occurrence. Coverage  for all owned, leased, hired and non-owned autos should be indicated.  
Guilderland Central School District to be named as an “Additional Insureds”. The  Contractor’s and its’ sub-contractors insurance should be “Primary & Non 
Contributory” over all other valid and collectable insurance.  
Guilderland Central School District’s Insurance will be non-contributory and excess  only. 
4) Professional Liability with a limit of at least $1,000,0000 per occurrence and in general  aggregate. Coverage to be written on a claims-made basis with retroactive date no later than  the contract inception. 
5) Cyber and Media Liability with a limit of at least $1,000,000 per occurrence. Coverage should  have a retroactive date no later than contract inception and provide liability arising out of, or  related to: 
- Unauthorized access to, or use of, computer systems or networks  
- Data breach, privacy violations, or failure to protect Confidential Information or Personal Data  - Transmission of malicious code  
- Denial or failure of service attacks  
- Network security failures  
- Costs associated with breach response, including notification, credit monitoring, forensic  investigation, regulatory defense, fines, and penalties where insurable by law  
Certificate of Insurance provides for 30 days’ written notice of cancellation of the contractor’s  insurance. All insurances will be written with an insurance company that is acceptable to Guilderland  Central School District and carries a Best’s rating of A-, VII or better.  
Indemnification Agreement as provided for under this agreement and Certificates of Insurance must be  fully executed prior to commencing work.  
Waiver of Subrogation: 
Contractor waives all rights against the Guilderland Central School District and its agents, officers,  directors and employees for recovery of damages to the extent these damages are covered by the  Contractor’s property, inland marine, commercial general liability, business automobile liability,  umbrella liability and Workers Compensation coverage or any other insurance obtained by the  Contractor.  
Contractor shall obtain Waivers of Subrogation from its insurance carriers for all insurance required of, or  provided by, the contractor for the work performed on behalf of Guilderland Central School District. 
Indemnification/ Hold Harmless Agreement:  
To the fullest extent allowed by law, the Contractor shall indemnify and Hold Harmless Guilderland  Central School District and its’ agent’s and employees from and against claims, damages, losses, and  expenses, including but not limited to attorney’s fees, arising out of or arising from performance of the  Contractor’s or its’ sub-contractors work, provided such claim, damage, loss or expense is attributable to  bodily injury, sickness, disease or death, or to injury to or destruction of tangible property (other than  the Work itself), but only to the extent caused by negligent acts or omissions of the Contractor, anyone  directly or indirectly employed by them or anyone for whose acts they may be liable, regardless of  whether or not such claim, damage, loss or expense is caused in part by a party indemnified hereunder.  Such obligation shall not be construed to negate, abridge, or reduce other rights or obligations of  indemnity which would otherwise exist as to party or person described in this agreement.  
In claims against a person or entity indemnified under this agreement by an employee of the Contractor  or of its’ sub-contractors , anyone directly or indirectly employed by them or anyone for whose acts they  may be liable, the indemnification obligation under this agreement shall not be limited by a limitation on 
amount or type of damages, compensation or benefits payable by or for the Contractor or its’ Sub contractors under Workers Compensation acts, disability benefit acts or other employee benefit acts.

PLEASE TAKE NOTICE that the Guilderland Town Board will hold a PUBLIC HEARING at the Guilderland Town Hall, 5209 Western Turnpike, Town of  Guilderland on JANUARY 20, 2026, at 7:00 P.M., for the purpose of receiving  comments from the public on the proposed renewal of the franchise agreement between  the Town and Spectrum Northeast, LLC, as recommended by the Town Attorney. 
A copy of the Spectrum Northeast, LLC agreement is available for inspection by any  interested person at the Town Clerk’s Office during normal business hours, Monday  through Friday, 9:00 am to 4:30 pm at the Town Hall, 5209 Western Turnpike,  Guilderland, New York.
