PLEASE TAKE NOTICE that the Board of Trustees of the Village of Voorheesville will hold a Public Hearing on Tuesday, September 23, 2025, at 6:30 PM, to discuss the creation of tobacco, cannabis and vape-free zones at Village owned local parks.
The hearing will be held at the Village Hall, 29 Voorheesville Ave, Voorheesville, NY. This is an open meeting, and the public are invited to attend. Copies of the Proposed Smoke Free Zone Resolution are available on the Village website and at the Clerk’s office.

INVITATION TO BID 
Sealed Bids will be received at 29 Voorheesville Avenue, Voorheesville NY 12186 until 2:00 P.M. local time on Tuesday, October 21, 2025. Bids will be opened and reviewed publicly for: 
WASTEWATER TREATMENT FACILITY - UV DISINFECTION UNIT 
VILLAGE OF VOORHEESVILLE, NEW YORK 
The work includes, but is not limited to, installation of a UV disinfection unit within a below grade pre-cast concrete vault. Work includes connection to existing facility electrical system, bypass pumping and site restoration. 
The Project shall be substantially completed on or before July 31, 2026. The Project shall be completed on or before August 15, 2026. 
Bids will be received for a Single Prime Contract. 
Bids will be received on a lump sum basis. 
Bids should not include sales and compensating use taxes on materials incorporated into the work. 
Bids actually received by mail or by hand after the appointed time on the date specified shall be rejected, notwithstanding that such Bid may have been placed in a mail box or other mail receptacle regularly maintained by the United States Postal Service before such time, and ordinarily in sufficient time to have been delivered on time. 
Bid security in the amount of 5% of the Bid must accompany each Bid in accordance with the Instructions to Bidders. 
The successful Bidder will be required to furnish a performance bond and a payment bond, each in the amount equal to 100% of the contract price.

Attendance at this meeting is recommended as representatives of the Owner and the Engineer will be present. No additional pre-bid conferences will be scheduled.  
Bidders on this work will be required to comply with the requirements of the NY State Department of Environmental Conservation’s Water Quality Improvement Program (WQIP) Grant. The Grant establishes a 30% goal for Minority and Women-Owned Business Enterprises (MWBE) participation. The Grant establishes a 6% goal for Service Disabled Veteran Owned Businesses (SDVOB) participation. Bidders are required to submit with their bids, completed draft Utilization Plans. 
Bidders on this work will be required to comply with the President’s Executive Orders No. 11246 and No. 11375, which pertain to nondiscrimination in employment. The requirements for Bidders and Contractors under these orders are explained in the Bidding and Contract Documents.
