Public hearing set for 11-lot Western Avenue subdivision

The Altamont Zoning Board of Appeals recently set April 25 as the public hearing date for variance requests made by Troy Miller for his proposed 11-lot subdivision off of Western Avenue. Miller is seeking variances to shrink the required road frontage for four of Schoharie Plank Road West lots from 30 feet to 16 feet.

ALTAMONT — The Altamont Zoning Board of Appeals has set an April 25 public hearing on variance requests made by Troy Miller for his proposed 11-lot subdivision off of Western Avenue. 

Miller wants to build 10 new homes on the 11 subdivided lots (one lot has an existing home on the site) located on 13 acres of land bounded by Western Avenue, Schoharie Plank Road West, Gun Club Road, and Marian Court.

Three properties would be accessed by a shared roadway located between 133 and 137 Western Ave; another three would be accessed directly from Western Avenue; and the remaining four lots would be accessible by a road placed between 115 and 117 Schoharie Plank Road West.

Miller is seeking variances to shrink the required frontage for four of the Schoharie Plank Road West lots from 30 feet to 16 feet. There are also multiple lot-line adjustments being proposed.

“This is fairly significant,” Chairwoman Deborah Hext said of the size of the variance request. “I would like the public’s input.”

Village attorney Allyson Phillips explained to the board on March 28 that the variance request would allow Miller to create four keyhole lots with access over a common driveway and 16 feet of road frontage for each of the four parcels off of Schoharie Plank Road West — the access, however, is not through each of the individual lots, but over the 16-foot-wide common driveway.

  • “We can’t offer everything and do everything that we want to do and still come within the financial guardrails that we have within the state of New York and how we fund our schools, unfortunately,” said Superintendent Daniel Mayberry.
