The backyard of Lawrence Mann, who lives just east of the Berne Public Library, is flooded Tuesday following rain and snow melt in the town of Berne. Mann said that the flooding has affected his property as well as other neighbors’ for at least five years now, and he suspects there may be a blocked storm drain on town property. Berne Supervisor Kevin Crosier said that the storm drains are in the library parking lot and at the edge of the parking lot; Crosier attributing the flooding to the homes being on lower ground.
