NOTICE OF COMPLETION OF ASSESSMENT ROLL

(Pursuant to Section 506 of the Real Property Tax Law)

Notice is hereby given that the Assessor of the Town of Guilderland, County of Albany.  The Assessment Roll for the current year will be at the Assessor’s Office, Town Hall, Guilderland, New York, on May 15, 2020 and on-line at  www.townofguilderland.org where it may be reviewed and examined by any person interested therein until June 18th and that on such day between the hours of  8:30 am – 1 pm and 5:00 pm – 8 pm said Board of Assessment Review would meet at Town Hall, Guilderland, New York to hear and examine all complaints in relation to such assessments, on the application of any person believing himself aggrieved thereby.  

 The Assessor will normally be in attendance with the roll at the Guilderland Town Hall during regular business hours and specifically, as required by law, on Wednesday, May 27th and Thursday, May 28th from 10 am to 2 pm, Saturday, June 6th from 9 am to 11 am and Wednesday, June 10th from 6 pm to 8 pm.

Due to the Coronavirus emergency situation, additional and up-dated information regarding access to the assessment roll and the grievance procedures will be provided on the Town of Guilderland website.

NOTICE IS HEREBY GIVEN that the Assessor for the Town of New Scotland, Albany County, New York, has completed the Tentative Assessment Roll for the current year and a copy thereof has been filed with Diane Deschenes, Town Clerk, where it may be seen and examined by any person interested therein until the first Tuesday in June.

Public Hearing / Regular Town Board Meeting May 13, 2020

The Town Board of the Town of New Scotland will hold a Public hearing on May 13, 2020 at 12:45 PM at the New Scotland Town Hall, 2029 New Scotland Road, Slingerlands NY regarding Proposed Local Law A of 2020 providing for the codification and compilation of the zoning laws of the Town of New Scotland.  A copy of the law is available at:

In accordance with the Governors Executive Order 220.1 the hearing will take place remotely via zoom.  Due to health and safety concerns related to COVID-19 in person attendance will NOT be permitted. The hearing will be recorded and minutes will be made available at a later date. The proposed law is merely a codification of existing Zoning Laws in effect in the Town of New Scotland. No new zoning districts or modifications of existing zoning district boundaries are included in the proposed law. 

For public participation prior to and during public hearings of the Board, the public is invited to submit written comments via email to the Supervisor, at  

, prior to the hearing.  The written comments will be read or summarized for the entire Board at the hearing.  During the hearing, Supervisor LaGrange will recognize speakers who wish to comment by using the host function of the Zoom platform. The Clerk will take minutes of the comments.  Speakers may also notify the Supervisor of their wish to comment by using the Chat function on the Zoom app.  

The regular Town Board meeting will be held immediately following the public hearing.

NOTICE OF PUBLIC HEARING, BUDGET VOTE AND ELECTION GUILDERLAND CENTRAL SCHOOL DISTRICT

NOTICE IS HEREBY GIVEN that a public hearing of the qualified voters of the Guilderland

Central School District, Albany County, Guilderland, New York, will be held on May 26, 2020 at 7:00 p.m., prevailing time and will be held remotely for the presentation of the budget for the school year July 1, 2020 to June 30, 2021.  Information on how to access/attend the remote meeting will be available at  http://www.guilderlandschools.org 

NOTICE IS FURTHER GIVEN that said vote and election will be held on Tuesday, June 9, 2020 by absentee ballot only, as directed by New York State Governor’s Order 202.26.  The absentee ballot will include voting upon the following items:

To adopt the annual budget of the School District for the fiscal year 2020-2021 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District;

For the election of five (5) members to the Board of Education;

Upon the appropriation of an amount sufficient to operate the Guilderland School District Public Library separate and apart from the Annual School District Budget and authorizing the levy of taxes therefore;

For the election of three (3) Trustees to the Board of Trustees of the Guilderland Public Library.

NOTICE IS FURTHER GIVEN that one Bond Proposition in substantially the following form shall be presented to the qualified voters of the District at such Annual District Meeting and Election:

BUS BOND PROPOSITION

RESOLVED:

(a) That the Board of Education of the Guilderland Central School District, in the County of Albany, New York (the “District”), is hereby authorized to purchase various school buses and vehicles for use by the District, and to expend therefor, including preliminary costs and costs incidental thereto and the financing thereof, an amount not to exceed the estimated total cost of $983,300;

(b) that a tax is hereby voted in the aggregate amount of not to exceed $983,300 to pay such cost, said tax to be levied and collected in installments in such years and in such amounts as shall be determined by said Board of Education; and

(c) that in anticipation of said tax, bonds of the District are hereby authorized to be issued in the principal amount of not to exceed $983,300 and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable. Such Bus Bond Proposition shall appear on the ballots used for voting at said Annual District Meeting and Election in substantially the following condensed form:

NOTICE IS FURTHER GIVEN that a copy of the statement of the amount of money which will be required to fund the School District’s budget for fiscal year 2020-2021, exclusive of public monies, may be obtained by any resident of the District during the fourteen days immediately preceding the Annual District Election by going to the posted version of the budget document on the District’s website.

NOTICE IS FURTHER GIVEN that petitions nominating candidates for the office of member of the Board of Education for three (3) vacancies of three (3) years each and two (2) vacancies of one (1) year each or for the office of trustee of the Guilderland Public Library for three (3) vacancies of five (5) years each must be filed with the Clerk of the District no later than 5:00 p.m., prevailing time, on May 11, 2020.  Each petition must be directed to the District Clerk and must state the name and residence of the candidate and that they are a qualified voter of the District. Vacancies on the Board of Education or Guilderland Public Library shall not be considered separate; specific offices and the nominating petitions shall not describe any specific vacancy for which the candidate is nominated.  Candidates receiving a plurality of the votes cast respectively for the several offices shall be declared elected in accordance with the provisions of Section 2034 of the Education Law, with the top three Board of Education candidates being awarded a three (3) year term and the two (2) remaining candidates one (1) year term each and the top three Guilderland Public Library candidates being awarded a five (5) year term each.

NOTICE IS FURTHER GIVEN that absentee ballots for election of Board Members and voting on the budget will be mailed to all qualified voters by the Office of the District Clerk.  If you believe you are a qualified voter and do not receive an absentee ballot by mail, please contact the District Clerk by e-mail at  to request a ballot.  Completed absentee ballots must be received by 5:00 p.m., prevailing time, on June 9, 2020 in order to be counted and tabulated into the final vote count conducted by the District.  Information on how to hand deliver a ballot will be available at  www.guilderlandschools.org.

NOTICE IS FURTHER GIVEN that the Board of Registration will not meet for purposes of registering qualified voters of the District prior to the June 9, 2020 vote.  If you are not registered and would like to register you may only do so with the County Board of Elections by mail, or remotely through the New York State Department of Motor Vehicles website at  https://dmv.ny.gov/more-info/electronic-voter-registration-application

The register of the qualified voters of the School District prepared at the Special Meeting held on May 21, 2019 shall be used by said Board of Registration as the basis for the mailing of absentee ballots to qualified voters for the June 9, 2020 Annual Meeting.  Any person whose name appears on such register shall receive an absentee ballot by mail.  In addition, any person otherwise qualified to vote who is registered with the Board of Elections of Albany County under the provisions of the Election Law, shall be entitled to vote a said Annual Vote and Election without further registration.

Only qualified voters who are duly registered will be permitted to vote.

A report of tax exemptions, showing how much of the total assessed value on the final assessment roll or rolls used in that budgetary process is exempt from taxation, shall be annexed to the budget document.

NOTICE OF ANNUAL MEETING, BUDGET VOTE AND ELECTION – *COVID-19 UPDATE*

NOTICE IS HEREBY GIVE, that a public hearing of the qualified voters of the Voorheesville Central School District will be held on June 1, 2020.  Copies of the budget and the text of any proposition that will be presented to the voters will be available for review by any qualified voter beginning on June 1, 2020 upon request by email to the District Clerk, Jessica Tabakian at .

NOTICE IS HEREBY GIVE, that the annual meeting of the qualified voters of the Voorheesville Central School District will be held on Tuesday, June 9, 2020, to vote by absentee ballot exclusively upon the following items:

1. To adopt the annual budget of the Voorheesville Central School District for the fiscal year 2020-2021 and to authorize the requisite portion therefore to be raised by taxation on the taxable property on the District.  

2.  To adopt the following proposition:

Proposition #1:  Purchase of Buses:

RESOLVED, that the Board of Education of the Voorheesville Central School District is hereby authorized to pay the cost of the purchase of (1) 65 passenger school bus, and (2)school buses, including incidental expenses, at a maximum estimated cost of  $236,000, and to expend such sum for such purpose and that said amount, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, to issue bonds and notes of the District at one time or from time to time in the principal amount not to exceed $236,000 and to levy a tax to pay the interest on such obligations when due.  

3. To elect three members of the Board of Education, To elect one for a two (2) year term                        terminating June 30, 2022, to fill the vacancy caused by the resignation of Michael J. Canfora, and to elect two (2) members for two (2) four (4) year terms terminating June 30, 2024, to fill the vacancy created by the expiration of the terms of Jeannie McDonnell, and Diana Straut. 

4. To transact such other business as may properly come before the meeting pursuant to the Education Law of the State of New York.

AND NOTICE IS ALSO GIVEN that a public hearing of the qualified voters of Voorheesville Central School District, County of Albany, State of New York will be held virtually on Monday, May 18, 2020 at 7:00 p.m. for the Voorheesville Public Library for the presentation of the Public Library budget for the year 2020-2021.

AND NOTICE IS ALSO GIVEN that, as part of and contemporaneous with the Annual District Meeting, a vote will be held for the Voorheesville Public Library on the following:

To elect one member of the Library Board of Trustees for a term of five years ending on June 30, 2025 to fill the vacancy created by the expiration of the term of David Gibson. 

To vote on the annual Public Library budget and the appropriation of the necessary funds to meet the estimate of expenditures, and to authorize the levy of taxes for this purpose.

AND FURTHER NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the School District’s budget for the 2020-2021 school year, exclusive of public monies, may be obtained by any taxpayer in the District during the fourteen (14) days immediately preceding June 9, 2020 via email request.  

AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of member of the Board of Education to fill three expired terms of two, four (4) year terms and one two (2) year term each shall be received by the District Clerk at 432 New Salem Road, Voorheesville, New York, 12186 or by email to not later than May 11, 2020 at 5:00 p.m.  Each petition shall be directed to the District Clerk and must state the full name and residence of the candidate (signatures are not required for the petition to be deemed valid, pursuant to Executive Order 202.26).  A copy of such petition and information packet, may be obtained by email request to the District Clerk.

AND FURTHER NOTICE IS HEREBY GIVEN that the qualified voters of the School District shall be entitled to vote in said annual vote and election by absentee ballot exclusively due to the prevalence and community spread of COVID-19, that the potential for contraction of the COVID-19 virus shall be deemed temporary illness for all qualified voters.  All qualified voters shall receive an absentee ballot with a postage paid return envelope. Completed ballots must be mailed and received by the District Clerk no later than 5:00 p.m on Tuesday, June 9, 2020.  A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen (18) years of age or older, (3) resident within the School District for a period of thirty (30) days preceding the annual vote and election and (4) not otherwise disqualified under the Election Law. Anyone who meets the definition of a “qualified voter”, but does not believe (s)he will be on the School District’s poll list, which contains the names of residents who voted in previous elections, please contact the District Clerk by email at as soon as possible to ensure timely receipt of the absentee ballot for the 2020 annual meeting/election. 

The Education Law makes special provisions for absentee voting by “permanently disabled” voters of the District and any questions regarding these rights should be directed to the Clerk of the Board. All completed ballots shall be mailed to the Office of the District Clerk no later than 5:00 p.m. on June 9, 2020. 

The Education Law also makes special provisions for absentee voting for “military” voters of the District. Specifically, the law provides a unique procedure for “military ballots” in school district votes. Whereas absentee ballots must be received by the voter by mail, a military voter may elect to receive his/her absentee ballot application and absentee ballot by mail, email or facsimile. The military voter must, however, return his/her original military ballot application and military ballot by mail or in person. The Clerk of the Board shall transmit the military voter’s military ballot in accord with the military voter’s preferred method of transmission not later than May 15, 2020. The Clerk of the Board must then receive the military voter’s military ballot by mail not later than 5:00 p.m. on the day of the vote.

A list of all persons to whom absentee ballots shall have been issued will be available upon request to the   District Clerk on each of the five days prior to the day of the election, except Saturday or Sunday, and   the day set for the election.  Any qualified voter present in the polling place may object to the voting of the ballot upon appropriate grounds by making his/her challenge and reasons therefore known to the Inspector of Election before the close of the polls.

AND FURTHER NOTICE IS HEREBY GIVEN that pursuant to a rule adopted by the Board of Education in accordance with Education Law §§ 2035, 2008, any referenda or propositions to amend the budget, or otherwise to be submitted for voting at said election, must be filed with and directed to the District Clerk at the District Office, on or before May 8, 2020; must be typed or printed in the English language. However, the Board of Education will not entertain or place before the voters any petition or any proposition if its purpose is beyond the power of the voters or is illegal, or any proposition requiring the expenditure of monies which fails to include specific appropriations for all such expenditures required by the proposition.
