LEGAL NOTICE
TOWN OF GUILDERLAND 
REQUEST FOR BIDS - DESIGN-BUILD SERVICES FOR TOWN HALL HVAC EQUIPMENT REPLACEMENT 
Notice is hereby given, pursuant to Section 103 of the General Municipal Law of the State of New York  that the Town of Guilderland will accept sealed proposals for the following Project: 
DESIGN-BUILD SERVICES FOR TOWN HALL HVAC EQUIPMENT REPLACEMENTS FOR THE TOWN OF  GUILDERLAND: 5209 Western Turnpike, Guilderland, NY 12084 
It is the intent of the Town of Guilderland (hereafter referred to as “the Town”) to identify a qualified firm to  provide design and construction services, including engineering, architecture, and construction services to  design and construct HVAC equipment replacements in the Town of Guilderland’s Town Hall building  (hereafter referred to as “the Project”). The selected firm will also work in close coordination with  representatives from the Town. 
Proposals shall be submitted in the format specified in the Request for Proposal (RFP) document. Digital copies  of the RFP may be obtained beginning on February 13, 2023, by emailing Lynne Buchanan at the Town of  Guilderland at or downloading them from the Empire State Purchasing Group at  www.bidnetdirect.com/new-york/townofguilderland. Registration is required to use BidNet. If proposers need  assistance registering, downloading, or submitting a response electronically, please contact Bid Net’s Vendor  Support Department at 800-835-4603, Option 2. 
Any addenda to this RFP will be distributed to registered proposers based on how the RFP was received. Interested proposers who requested the RFP directly from the Town will be registered with the Town Clerk.  Additionally, interested proposers who downloaded the RFP from Empire State Purchasing Group will be registered  and notified by BidNet. 
Proposals can be submitted at the Town of Guilderland, Town Clerk’s Office, 5209 Western Turnpike, Guilderland, NY 12084, or uploaded to BidNet Direct into a lockbox at the website address above.  Once logged in and viewing the notice online, use the “Submit a Bid” button at the top of the page.  All bids must be submitted on or before 2:00 PM, Wednesday, March 29, 2023, in a sealed envelope marked on its outside, at which time they will be publicly opened and read. Proposals received after the above-noted time will not be accepted. All sealed envelopes should be clearly labeled 
“GUILDERLAND TOWN HALL HVAC EQUIPMENT REPLACEMENTS.” 
The successful proposer will be required to furnish a Performance Bond and a Labor and Material Bond pursuant to  State Finance Law for 100% of the amount of the Contract. 
The Town of Guilderland hereby notifies all proposers that New York State Labor Law requires public work  contractors and subcontractors to pay laborers, workers, or mechanics employed in the performance of a  public work contract not less than the prevailing rate of wage and supplements (fringe benefits) in the locality where  the work is performed. 
Additionally, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US C.§§  2000d to 2000d-4) and the Regulations, the Town of Guilderland hereby notifies all proposers that it will  affirmatively ensure that any contract entered into under this advertisement, disadvantaged business enterprises  will be afforded a full and fair opportunity to submit bids in response to this invitation and will not be discriminated against  on the grounds of race, color, or nationalorigin in consideration for an award. 
The Town of Guilderland reserves the right to reject any or all proposals submitted.

NOTICE TO BIDDERS 
Sealed bids will be received at the Town Clerk’s Office, Town Hall, Route 20,  McCormack’s Corners, Guilderland, New York, for the furnishing of a Used Service Truck. Bids will be received at the Town Clerk’s Office until 10:00 A.M. February 22nd, 2023 at which time they will be opened and read aloud. Specifications and bid forms may be obtained at the Town of Guilderland Highway Department, located at 6338 French’s Mill Rd Altamont, N.Y. 12009. All bids must be in duplicate and in sealed envelopes and identified on the face thereof. All bids must have a non-collusive certificate attached. In the event of two or more bids being identical, the Town Board may award contract to either of such bidders. 
The Town Board reserves the right to reject any or all bids.

NOTICE OF BOND RESOLUTION
NOTICE IS HEREBY GIVEN that a resolution, a summary of which is published herewith, has been adopted by the Town Board of the Town of New Scotland, Albany County, on the 10th day of February, 2023.  The validity of the obligations authorized by such resolution may be hereafter contested only if:
(1)    (a)    such obligations were authorized for an object or purpose for which the Town of New Scotland is not authorized to expend money, or
(b)    The provisions of law which should be complied with at the date of publication of this resolution are not  substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty days after the date of publication of this notice; or
(2)    Said obligations are authorized in violation of the provisions of the Constitution of New York.
SUMMARY OF RESOLUTION
The following is a summary of a resolution adopted by the Town Board of the Town of New Scotland on February 10, 2023.  Said resolution authorizes the issuance and sale of a serial bond or bonds and a bond anticipation note or notes in anticipation of the issuance and sale of said serial bonds, in an amount not to exceed $40,000.  The proceeds from the sale of the obligations authorized in said resolution shall be used for the specific purpose of financing power upgrades to the water pumps for the Swift Road Water District, including necessary site work, together with the acquisition and installation of equipment, machinery and apparatus for the foregoing purpose at an estimated maximum cost of $40,000.  The period of probable usefulness for said purpose is forty (40) years.  A copy of the resolution summarized herein is available for public inspection during normal business hours at the Office of the Town Clerk, located in the Town Hall, Slingerlands, New York.

A Pre-Bid Conference will be held on Wednesday, February 1, 2023 at 3:15 pm, please follow the instructions provided in the Instructions to Bidders.  Attendance of this meeting is requested as the Owner, Architect, Construction Manager and consultants will be present to discuss the Project.  Attendees should anticipate a Q & A session.  The Architect will transmit to all listed Bidders record of Addenda in response to questions arising at the Conference.
