Project Description:

The applicant proposes a discharge of up to 3,200 gpd of treated plain wash water to an unmapped tributary to Vly Creek, a class C waterbody from the New Scotland DPW Garage located at 2869 New Scotland Road, in the Town of New Scotland, Albany County. The Department has made a tentative determination to issue a permit for a SPDES permit under Article 17 of the Environmental Conservation Law. This tentative determination indicates that the discharge regulated under this statue is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify Department approval or endorsement of the activity for which a permit is sought or for the overall proposed project. Refer to this application by application number listed above and SPDES Number NY0282511.

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.

State Environmental Quality Review (SEQR) Determination

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency None Designated

State Historic Preservation Act (SHPA) Determination

Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required.

DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)

It has been determined that the proposed action is not subject to CP-29.

Planning Board

Notice is hereby given that the Planning Board of Town of New Scotland, New York will hold a public hearing pursuant to Article IV, Section 190-41 of the Zoning Law on the following proposition:

A Public Hearing for Special Use Permit # 604

Special Use Permit Application # 604:  Application submitted Rose & Robin Tell-Drake for a Special Use Permit to allow for a parcel owned by Dale Caron to be used for “Agricultural uses, less than 7 acres”. The parcel is located within the RA district at 9 Game Farm  Road, contains approx. 1.3  acres, and is identified as New Scotland tax parcel # 95.-3-61.10. This application is a Special Use of Article II, Section 190-15 (D)(14) of the Town of New Scotland Zoning Law and local law #2 of 2016, Section 3e(3).

Hearing will take place on January 3, 2019 at the New Scotland Town Hall beginning at 7:00 P.M.

NOTICE OF PUBLIC HEARING

TAKE NOTICE that the Zoning Board of Appeals of the Village of Voorheesville will hold a Public Hearing to review an application from Paul and JoAnn Vossler for side yard Area Variances of 1 ft and 6 ft to allow a current deck to remain as constructed at the residence located at 32 Locust Drive. A need to remedy was discovered during the recent purchase process.

The Public Hearing will be held at 7:00 PM on Thursday, January 3, 2019 at Village Hall, 29 Voorheesville Avenue.
