NOTICE IS HEREBY GIVEN that the Town Board of the Town of Westerlo hereby invites sealed bids for Town of Westerlo Veterans Memorial Park Tennis/Pickleball Court Paving and Striping.
Bids will be received up to 6:00 pm on the 23rd day of January 2025. Bids received on time will be publicly opened and read aloud at that time at the Richard Rapp Town Hall building, 933 Country Route 401, Westerlo, New York. NOTICE OF ADOPTION OF RESOLUTION NO. 10 of 2024
SUBJECT TO PERMISSIVE REFERENDUM
NOTICE IS HEREBY GIVEN that at a regular meeting held on the 10th day of December, 2024, the Town Board of the Town of Guilderland, Albany County, New York, duly adopted Resolution No. 10-2024 entitled:
AUTHORIZING THE USE OF WATER CAPITAL IMPROVEMENT RESERVE FOR THE WATER METER REPLACEMENT PROJECT
WHEREAS, the Town of Guilderland’s Department of Water & Wastewater has determined that it is necessary to upgrade the Town’s existing water metering system to an Advance Metering Infrastructure (“AMI”) system (“Project”);
WHEREAS, the Project will require the replacement of approximately 9,868 water meters, which are old and failing, and allow the Water Department to receive usage data in near real time;
WHEREAS, the new AMI system will reduce the amount of time needed for the Water Department staff to prepare billing and will allow notifying customers if there is a significant leak much sooner and before large water bills are sent out;
WHEREAS, the Town Board authorized the Water Department to issue a Request for Proposals (“RFP”) for the Project;
WHEREAS, the RFP required that the proposed AMI system: (1) offer the best long-term value over the system lifetime; (2) include a communication component that provides adequate protection for the 20-year life span of the system; (3) be supported by a Radio Frequency (RF) Propagation Study by a licensed RF engineer that displays exact location and height of all data collection equipment and coverage patterns; (4) provide a documented plan for timely installation of the water meters; (5) use software that provides hourly time-stamped meter readings from all water meters and verifies the reads received for particular areas or selected meter routes, and other requirements;
WHEREAS, the Water Department has determined that a sum not to exceed $4,850,000.00 is sufficient to fund the Project;
WHEREAS, the Water Department has adequate reserves in Water Capital Improvement Reserve (H17) to fund the Project;
WHEREAS, the Town Board establishes the Water Meter Replacement Capital Account (H42) for this Project;
WHEREAS, the Superintendent of Water & Wastewater has determined that the transfer of $4,850,00.00 from the Water Capital Improvement Reserve (H17) to the Water Meter Replacement Capital Account (H42) is an appropriate expenditure of reserve funds for the Project; and,
THEREFORE, BE IT RESOLVED THAT
The Town Board authorizes the expenditure of $4,850,00.00 from the Water Capital Improvement Reserve (H17) to the Water Meter Replacement Capital Account (H42);
Pursuant to NYS Town Law § 90 and NYS General Municipal Law § 6-c (4), this resolution is subject to a permissive referendum.
This Resolution was unanimously adopted by the Town Board of the Town of Guilderland on December 10, 2024. Moved by: Councilwoman Beedle, Seconded by: Councilman Santos.
Said resolution shall take effect forty-five days after adoption, unless there shall be filed with the Town Clerk a petition signed and acknowledged by the electors of the Town qualified to vote upon a proposition to raise and expend money, in number equal to at least ten per centum of the total vote cast for governor in the Town at the last general election held for the election of State officers, protesting against the resolution and requesting that the matter be submitted to the qualified electors of the Town at a referendum in the manner provided by the Town Law.
A copy of the resolution is available for public inspection during regular business hours at the Office of the Town Clerk, located at the Town Hall, 5209 Western Turnpike, Altamont, New York.
