Federal Emergency Management Agency 
In accordance with 44 CFR §9.8 for Executive Order 11988  
Proposed Generator Installations 
Town of New Scotland, Albany County, New York 
Notification is hereby given to the public of the intent of the Department of Homeland Security-Federal  Emergency Management Agency (DHS-FEMA) to provide federal funding to the Town of New Scotland as  subrecipient for the proposed generator installations project in Albany County through the Hazard Mitigation Grant Program (HMGP). The purpose of HMGP is for communities to develop hazard mitigation plans and  rebuild in a way that reduces, or mitigates, future disaster losses. This notification is given in accordance with Executive Order 11988 (Floodplain Management), 44 CFR Part 9, regulations for implementing EO 11988,  and the National Historic Preservation Act. 
The proposed scope of work consists of generator installations to support municipal utility services at the  following six (6) locations: 2869 New Scotland Rd, Voorheesville, NY 12186 (42.617350, -73.976281), 1858  Delaware Turnpike, Delmar, NY 12054 (42.574151, -73.945600), 49 Winnie Lane, Feura Bush, NY 12067  (42.568202, -73.916687), Orchard St/Western Ave., Feura Bush, NY 12067 (42.577937, -73.882419), 2634  New Scotland Rd, Voorheesville, NY 12186 (42.624095, -73.962023), 7 Old New Salem Rd, Voorheesville,  NY 12186 (42.622013, -73.969588). Generators will vary in capacity depending on each facility’s needs, and  they will be installed with auto transfer switches, electrical connections, and all other necessary equipment to  ensure that the Town of New Scotland’s electrical, sewage, and water services can remain operational. 
This action would take place within the 100-year floodplain. Alternatives considered include: 1) relocation, 2)  no action or, 3) the proposed alternative, which is the installation of generators and all other necessary  equipment to prepare New Scotland’s utilities for potential outages. FEMA has determined that the proposed  project is the most practicable alternative to ensure that these facilities can remain in continuous operation.  FEMA has also determined that investment of funds to enhance the continuous operational capacity of these  facilities is in the public interest. Potential floodplain impacts are anticipated to be temporary during  construction and minimized through best management practices and conservation measures incorporated from  resource agency recommendations and required regulatory permits. 
Comments about this project, potential alternatives, and floodplain impacts may be submitted in writing within  15 days of the date of this publication to: U.S. Department of Homeland Security, Federal Emergency  Management Agency – Region 2 – Environmental Planning and Historic Preservation, Mitigation Division,  One World Trade Center, Suite 53, New York, NY 10007 or via email to   . If substantive comments are received, FEMA will evaluate and address  the comments as part of the environmental documentation for this project.
