The bond resolution, a summary of which is published herewith, was adopted on the 4th day of March, 2024 and was approved by referendum on April 23, 2024, and the validity of the obligations authorized by such resolution may be hereafter contested only if (1) such obligations were authorized for an object or purpose for which the McKownville Fire District, Town of Guilderland, County of Albany, State of New York is not authorized to expend money or (2) if the provisions of the law which should have been complied with as of the date of publication of this notice were not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty days after the date of publication of this notice, (3) or such obligations were authorized in violation of the provisions of the Constitution.

The following is a summary of said bond resolution:
The title of the resolution is: ” BOND RESOLUTION OF THE BOARD OF FIRE COMMISSIONERS OF THE MCKOWNVILLE FIRE DISTRICT, TOWN OF GUILDERLAND AND ALBANY COUNTY, NEW YORK, ADOPTED MARCH 4, 2024, AUTHORIZING THE DEMOLTION OF THE EXISTING FIRE STATION LOCATED AT 1250 WESTERN AVENUE, TOWN OF GUILDERLAND, NEW YORK AND THE ACQUISITION, CONSTRUCTION AND EQUIPPING OF AN APPROXIMATELY 12,375 SQUARE FOOT FIRE STATION (HAVING AN APPROXIMATELY 8,570 SQUARE FOOT FOOTPRINT) AT THE SAME LOCATION, INCLUDING GRADING AND SITE IMPROVEMENTS AND ORIGINAL FURNISHINGS, EQUIPMENT, MACHINERY AND APPARATUS REQUIRED FOR THE PURPOSES FOR WHICH SUCH FIRE STATION IS TO BE USED, STATING THE ESTIMATED MAXIMUM COST OF SAID DEMOLITION, ACQUISITION, CONSTRUCTION AND EQUIPPING TOGETHER WITH CERTAIN COSTS PRELIMINARY AND INCIDENTAL THERETO IS $10,030,000.00, APPROPRIATING SAID AMOUNT THEREFOR AND AUTHORIZING THE EXPENDITURE OF $380,000.00 FROM THE DISTRICT’S CAPITAL FUND, $50,000 FROM THE DISTRICT’S 2024 BUDGET AND THE ISSUANCE OF UP TO $9,600,000.00 SERIAL BONDS OF THE DISTRICT TO FINANCE SAID APPROPRIATION."
The resolution, among other things, authorized the McKownville Fire District, Town of Guilderland, New York (the “Fire District”) to undertake the demolition, construction of temporary facilities and construction of a new Fire Station located at 1250 Western Avenue, Town of Guilderland, New York with all actions in connection with such renovation being collectively referred to as the “Improvements”).
The resolution recited that the estimated maximum cost of the Improvements, including preliminary costs and costs incidental thereto and the financing thereof, was $10,030,000.00 and said amount was appropriated therefor in the resolution. To finance said appropriation, the District was authorized to issue serial bonds of the Fire District, in one or more series, in the principal amount of up to $9,600,000.00 pursuant to and in accordance with the provisions of the Local Finance Law, constituting Chapter 33-A of the Consolidated Laws of the State of New York (the “Law”).
The period of probable usefulness of the specific objects or purposes for which the bonds authorized by the resolution are authorized to be issued is thirty (30) years, within the limitation of paragraph (a)(1) of subdivision 11 of Section 11.00(a) of the Law.
The resolution summarized hereby is available for public inspection during normal business hours at the Fire District’s office located at 1250 Western Avenue, Albany, New York 12203.

NOTICE OF AVAILABILITY FOR PUBLIC COMMENT
The New York State Department of Environmental Conservation (DEC), Region 4 Division of Environmental Permits (DEP) proposes to issue a new Region 4 General Permit (R4 GP) for certain activities regulated under Article 15 (Protection of Water), Article 24 (Freshwater Wetlands), and Section 401 of the federal Clean Water Act. This Notice announces the availability of the draft General Permit, draft GP-4-24-001, for public comment.
Background:
DEC Region 4 DEP proposes to issue a new region-wide General Permit (GP-4-24-001) to replace the existing GP-4-19-001, which expires on May 8, 2024. The new R4 GP will authorize the same activities as GP-4-19-001 but has been modified to correct typographic errors, update project-type descriptions and revise permit conditions to improve resource protection. The goal of R4 GP usage is to improve resource protection while still expediting the wetland and stream permit application review process for certain activities that are generally considered by program staff to have minimal potential impacts. The activities authorized by the GP-4-24-001 include projects such as: repair or replacement of existing roadway structures (i.e., culverts, bridges), stabilization and restoration of stream banks and channels, utility maintenance and repair, minor residential property improvements, limited vegetation cutting, replacement of boat docks and launches, habitat enhancement, and emergency repairs due to natural disasters. GP-4-24-001 will have a maximum permit term of 10 years from the date of issuance.
Project Location:
All Region 4 Counties, including Albany, Columbia, Delaware, Greene, Montgomery, Otsego, Rensselaer, Schenectady and Schoharie.
State Environmental Quality Review (SEQR) Determination:
The project is a Type I Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

TO PERMISSIVE REFERENDUM
NOTICE IS HEREBY GIVEN that at a regular meeting held on the 10th day of April, 2024, the Town Board of the Town of New Scotland, Albany County, New York (the “Town”) duly adopted a resolution, an abstract of which follows, which resolution is subject to a permissive referendum pursuant to Section 35.00 of the Local Finance Law of the State of New York.
The following is a summary of a resolution adopted by the Town Board of the Town of New Scotland on April 10, 2024. Said resolution authorizes the issuance and sale of a serial bond or bonds and a bond anticipation note or notes in anticipation of the issuance and sale of said serial bonds, in an amount not to exceed $180,000. The proceeds from the sale of the obligations authorized in said resolution shall be used for the specific purpose of financing the acquisition of one (1) excavator and related equipment at an estimated maximum cost of $180,000 and having a period of probable usefulness of fifteen (15) years.

TAKE NOTICE that a petition seeking the termination of your parental rights and obligations to the above-referenced minor children has been filed against you.
