The Town of Westerlo Historical Heritage Museum is dedicated to the collection, management and preservation of artifacts and other items pertaining to the history of the Town of Westerlo.

The Museum is currently looking for individuals who reside in Westerlo, South Westerlo or Dormansville who have an appreciation for our Town and it’s history and would be interested in serving on the Museum Board of Trustees (5 year term).

A Trustee works with the Museum Director and other Trustees who are responsible for the management, control and direction of the museum’s collections, property and assets.  A Trustee must be able to attend monthly meetings, museum events and fundraisers.  You must be willing to devote additional time to weekly work sessions to assist with sorting, cataloging and preserving museum artifacts.

BOND RESOLUTION DATED MARCH 12, 2018 OF THE BOARD OF EDUCATION OF THE BERNE-KNOX-WESTERLO CENTRAL SCHOOL DISTRICT AUTHORIZING NOT TO EXCEED $17,800,000 AGGREGATE PRINCIPAL AMOUNT OF SERIAL GENERAL OBLIGATION BONDS TO FINANCE THE RECONSTRUCTION OF VARIOUS DISTRICT BUILDINGS AND FACILITIES, INCLUDING SITE WORK, AND THE ACQUISITION OF ORIGINAL FURNISHINGS, EQUIPMENT, MACHINERY OR APPARATUS AT AN ESTIMATED MAXIMUM COST OF $19,800,000, THE EXPENDITURE OF $2,000,000 FROM THE CAPITAL RESERVE FUND, LEVY OF TAX IN ANNUAL INSTALLMENTS IN PAYMENT THEREOF, THE EXPENDITURE OF SUCH SUMS FOR SUCH PURPOSE, AND DETERMINING OTHER MATTERS IN CONNECTION THEREWITH.

WHEREAS, the qualified voters of the Berne-Knox-Westerlo Central School District, Berne, New York (the “District”), at a special meeting of such voters duly held on the 2nd day of November, 2017 (the “Special Meeting”), duly approved a proposition authorizing (1) the reconstruction of various District buildings and facilities, including site work, and the acquisition of original furnishings, equipment, machinery or apparatus required for the purpose for which such buildings and facilities are to be used (the “Main Project”), at a maximum aggregate cost of $14,800,000; (2) the expenditure of such sum for such purposes; (3) the expenditure of $2,000,000 from the Capital Reserve Fund; (4) the levy of the necessary tax therefore, to be levied and collected in annual installments in such years and in such amounts as may be determined by the Board of Education, taking into account state aid and the amount expended from the Capital Reserve Fund; and (5) in anticipation of the collection of such tax, the issuance of bonds and notes of the District at one time or from time to time in the principal amount not to exceed $12,800,000 and levy a tax to pay interest on said obligations when due; and WHEREAS, the qualified voters of the District, at the Special Meeting, duly approved a proposition authorizing (1) additional reconstruction work primarily at the High School and at other various District buildings and facilities, including site work, and the acquisition of original furnishings, equipment, machinery or apparatus required for the purpose for which such buildings and facilities are to be used, at a maximum aggregate cost of $5,000,000 (the “Additional Project”); (2) the expenditure of such sum for such purposes; (3) the levy of the necessary tax therefore, to be levied and collected in annual installments in such years and in such amounts as may be determined by the Board of Education, taking into account state aid; and (4) in anticipation of the collection of such tax, the issuance of bonds and notes of the District at one time or from time to time in the principal amount not to exceed $5,000,000 and levy a tax to pay interest on said obligations when due;

NOW THEREFOR BE IT RESOLVED BY THIS BOARD OF EDUCATION THAT:

Section 1. The District shall reconstruct various District buildings and facilities, including site work, and acquire original furnishings, equipment, machinery or apparatus required for the purpose for which such buildings and facilities are to be used, including all of the components of the Main Project and the Additional Project, at a maximum aggregate cost of $19,800,000.

Section 2. The District is hereby authorized to (A) issue its serial general obligation bonds (the “Bonds”) in the aggregate principal amount of not to exceed $19,800,000 pursuant to the Local Finance Law of New York, in order to finance the class of objects or purposes described herein and (B) to expend $2,000,000 from the Capital Reserve Fund to finance a portion of the costs of the Main Project.

Section 3. The class of objects or purposes to be financed pursuant to this Resolution (the “Purpose”) is the reconstruction of various District buildings and facilities, including site work, and the acquisition of original furnishings, equipment, machinery or apparatus required for the purpose for which such buildings and facilities are to be used, including all components of the Main Project and the Additional Project.

Section 4. It is hereby determined and declared that (a) the maximum cost of the Purpose, as estimated by the Board of Education, is $19,800,000, (b) no money has heretofore been authorized to be applied to the payment of the cost of the Purpose, and (c) the District plans to finance the cost of the Purpose from funds received from the State of New York as building aid and EXCEL grants and funds raised by the issuance of the Bonds and bond anticipation notes hereinafter referred to and, with respect to the Main Project, the expenditure of funds from the Capital Reserve Fund.

Section 5. It is hereby determined that the Purpose is one of the class of objects or purposes described in Subdivision 97 of Paragraph a of Section 11.00 of the Local Finance Law, and that the period of probable usefulness of the Purpose is thirty (30) years.

NOTICE OF PUBLIC HEARING, BUDGET VOTE, AND ELECTION

NOTICE IS HEREBY GIVEN THAT a public hearing of the qualified voters of Voorheesville Central School District, County of Albany, State of New York will be held on May 7, 2018 at 7:00 p.m. in the Library of the Clayton A. Bouton High School in said district for the presentation of a budget for the school year 2018-2019.

AND NOTICE IS ALSO GIVEN that the Annual District Meeting will be held on Tuesday, May 15, 2018 in the Voorheesville Middle School Foyer. The polls will open at 2:00 p.m. Eastern Daylight Saving Time and voting will proceed until 9:00 p.m. on the following:

1. To elect two members of the Board of Education for a 4-year term terminating June 30, 2022, to fill the vacancy created by the expiration of the terms of Michael J. Canfora, and Cynthia M. Monaghan.

2. To vote on the Annual School Budget and the appropriation of the necessary funds to meet the estimate of expenditures, and to authorize the levy of taxes for this purpose.

AND NOTICE IS ALSO GIVEN that at said Annual District Election and Budget Vote to be held on May 15, 2018, the following propositions will be submitted:

PROPOSITION #1: PURCHASE OF BUSES:

RESOLVED, that the Board of Education of the Voorheesville Central School District is hereby authorized to pay the cost of the purchase of school buses, including incidental expenses, at a maximum estimated cost of $178,000, and that said amount, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District shall be issued.

PROPOSITION #2: CAPITAL RESERVE FUND:

RESOLVED, that the Board of Education approves the following proposition and directs that it be placed before the voters at the May 15, 2018 District meeting:

Shall the Board of Education be authorized to establish a capital reserve fund, designated as the Building Project Reserve Fund, in accordance with Education Law § 3651(1), for the purpose of paying the cost of future building projects, in a maximum amount not to exceed $10,000,000 to be raised by annual transfer of unexpended fund balances in the maximum amount of $665,000 per annum, for a probable term of fifteen (15) years, effective immediately and expiring June 30, 2033, provided that, pursuant to Education Law § 3651(3), no expenditure shall be made from such fund except upon authorization of the voters of the District for the purposes specified herein.

NOTICE IS HEREBY FURTHER GIVEN that the text of the foresaid proposition may appear on the ballot labels in the following abbreviated form:

RESOLVED, that the Board of Education of the Voorheesville Central School District, is hereby authorized to undertake the acquisition, construction, reconstruction, improvement, rehabilitation, repair, furnishing and equipping of a capital improvement project (the “Project”), including without limitation the payment of costs preliminary and incidental thereto, at the Voorheesville Elementary School and Middle School/High School consisting of site and building additions, alterations, repairs and improvements along with acquisition of certain original apparatus, implements and fixtures and other site work and incidental improvements required in connection therewith for such construction and school use, and is further authorized to expend therefor an amount not to exceed of $7,704,000, including $1,600,000 to be transferred from the School District’s capital reserve fund designated as the 2012 Building Project Reserve Fund and another $500,000 to be transferred from the School District’s capital reserve fund designated as the 2017 Building Project Reserve Fund with the remaining amount less any State aid awarded, to be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law, and in anticipation of such tax and State aid, debt obligations of said School District may be issued from time to time in such amounts as may be determined by the Board of Education after taking into account State aid and the amount expended from the District’s capital reserve and general funds, and the Board of Education is authorized to use the taxes levied to pay such debt service when due.

NOTICE IS GIVEN: that the text of the foresaid Proposition may appear on the ballot in the following abbreviated form:

NOTICE OF PUBLIC HEARING, BUDGET AND PROPOSITION VOTE, AND ELECTION OF THE BERNE-KNOX-WESTERLO CENTRAL SCHOOL DISTRICT, TOWN OF BERNE, COUNTY OF ALBANY, NEW YORK

NOTICE is hereby given by the Board of Education of the Berne-Knox-Westerlo Central School District, Albany County, New York, that a public hearing of the qualified voters of said school district will be held at the High School Building, in said District, in the village of Berne, New York, on Monday, May 7, 2018, at 7:00 P.M., Daylight Savings Time for the presentation of the budget document for the 2018-19 fiscal year.

NOTICE is also given pursuant to Section 2004 of the Education Law, that petitions nominating candidates for the Office of Member of the Board of Education must be filed with the Clerk of the District between the hours of 9:00 A.M. and 5:00 P.M. no later than, April 16, 2018, the 30th day preceding the Annual School District Meeting or election at which the candidates so nominated shall be elected, and that such election and voting upon the appropriation of funds shall constitute the Annual School District Meeting.  The following vacancies are to be filled on the Board of Education:

Voting for the election of Candidates for the Office of Member of the Board of Education will take place at the High School Building on Tuesday, May 15, 2018 between the hours of 6:00 A.M. and 8:00 P.M.

NOTICE is also given that the following proposition will be submitted to the voters:

Proposition #1

ACQUISITION OF SCHOOL BUSES AND VEHICLES

RESOLVED:  Shall the Board of Education of the Berne-Knox Westerlo Central School District be authorized to (A) purchase school buses at a cost not to exceed $398,988, (B) expend such sum for such purpose, (C) expend $150,000 from the Transportation Reserve Fund for such purpose, (D) levy the necessary tax therefore, to be levied and collected in annual installments in such years and in such amounts as may be determined by the Board of Education in accordance with Section 416 of the Education Law, taking into account state aid received, trade-in value and the amount expended from the Transportation Reserve Fund, and (E) in anticipation of the collection of such tax, issue bonds and notes of the District at one time or from time to time in the principal amount not to exceed $215,688 and levy a tax to pay the interest on said obligations when due?

Voting on Proposition #1 (to purchase school buses and vehicles for use by the District, and to issue obligations of the District), therefore, will take place at the High School Building on Tuesday, May 15, 2018, between the hours of 6:00 A.M. and 8:00 P.M.

The hours during which the polls shall be kept open shall be from 6 a.m. to 8:00 p.m. prevailing time or for as long thereafter as necessary to enable qualified voters who are in the polling place at 8:00 p.m. to cast their ballots.  Any person shall be entitled to vote who is: (a) a citizen of the United States, (b) at least eighteen years of age at the time of the vote and (c) a resident within the District for a period of thirty days preceding the May 15, 2018 vote.

NOTICE IS FURTHER GIVEN that applications for absentee ballots may be applied for at the office of the Clerk of the District.  If the ballot is to be mailed to the voter, the completed application must be received by the District no later than 3:00 P.M. on May 8, 2018.  If the ballot is to be delivered personally by the voter, the completed application must be received by the Clerk of the District no later than 5:00 P.M. on May 14, 2018. A list of all persons to whom absentee ballots have been issued will be available for inspection by any qualified voter of the District in the Office of the Clerk of the District between the hours of 9:00 A.M. and 4:00 P.M. during the five days prior to the day of the Annual Meeting.
