NOTICE IS HEREBY GIVEN   that the tentative budget for the Village of Voorheesville for the fiscal year June 1, 2021 to May 31, 2022 has been filed with the Village Clerk.  Copies may be obtained by contacting Village Hall (via email or phone) until Wednesday, April 14, 2021 when a public hearing will be held at 6:00pm. to consider such budget before final adoption.  A workshop will follow.
The annual salaries of the Board of Trustees are as follows:
Mayor:    $14702.00
Trustee:  $   6432.00 each
The hearing will be held via teleconference and is open, the public is invited to attend remotely.  Instructions for participating will be available by emailing or calling Village Hall at 518-765-2692.

Notice is hereby given that a Public Hearing before the Town Board of Guilderland has been scheduled for Tuesday, April 20, 2021, at 7:00 pm via Zoom, on a local law to provide for an apprenticeship program for certain municipal contracts.
Pursuant to Governor Cuomo’s Executive Order 202.8, which bans large meetings due to the coronavirus (COVID-19), and Executive Order 202.1, which suspends the Open Meetings Law, the meeting will be held electronically instead of a public meeting open for the public to attend in person. "VILLAGE OF VOORHEESVILLE 
SPECIFICATIONS FOR PICK UP OF SOLID WASTE AND RECYCLABLES 
The Village of Voorheesville (the “Village”) is requesting sealed bids for the pick  up of solid waste and recyclables (the “Work”)—pursuant to the terms hereafter set forth herein, and in a contract to be entered into between the Village and a successful bidder  (“Bidder”). 
Definitions: 
(i) “Solid Waste” means garbage, refuse and rubbish, excluding all items  contained on any ""unacceptable material list"" adopted by the Capital Region  Solid Waste Management Partnership (f/k/a “ANSWERS”) as the same  may be from time to time revised, and excluding recyclable items and  materials which have been set out for recycling pursuant to any recycling  program in which the Village is involved.  
(ii) “Recyclables” means single stream recyclables to include: cardboard &  boxboard flattened, brown bags, paper, junk mail, magazines, catalogs,  plastic containers (#1-3 or, plus any others that are currently being  recycled); glass (all colors), cans (aluminum, tin, steel), milk cartons and  juice boxes.  
1. Bidder will be required to provide its own vehicles, equipment and manpower.  In addition, bidder shall provide each eligible pick up unit with two (2) plastic wheeled  containers with an attached hinged lid, suitable for the purpose to receive Solid Wastes and  Recyclables. One shall be ninety (90) gallons or larger to accept Solid Waste as described  above; and the second shall be sixty to seventy (60-70) gallons to be used for single stream  Recyclables as described above. The Recyclables container MUST be clearly marked, a  different color from the Solid Waste container and clearly labeled with a list of acceptable  and unacceptable items (color and printing to be approved by the Village Board). 
Bidder must distribute containers to the individual households along with attached  literature, also approved by the Village Board of Trustees.  
2. Pick up must be done weekly on Wednesday between the hours of 7 a.m. and  5 p.m. Earlier collection is strictly prohibited. 
3. Bidder will be required to provide public liability insurance policy in the  minimum amount of ONE MILLION DOLLARS ($1,000,000), excess liability of TWO  MILLION DOLLARS ($2,000,000) and auto liability on any vehicle used in connection  with services provided hereunder in the amount of ONE MILLION DOLLARS  ($1,000,000) for any one occurrence. The Village shall be named as an additional insured  on such policies. Proof of Workers Compensation and Disability insurance must also be  provided to the Village. 

4. Pick up will be to all eligible units (presently approximately 1,075 to 1,090 units), within the Village’s boundaries in the present manner and form. Currently, Solid  Waste is picked up in plastic bags, which are placed in garbage cans as described in  paragraph 1 above, which have been placed curbside. Single stream Recyclables are co mingled in the second smaller container. Bidder is responsible for fully familiarizing itself  with the routes and stops necessary for the scope of the Work. 
5. Bidder will be required to execute a contract (the “Contract”) with the Village  for the Work. The Contract will contain a provision that Bidder must pay employees not  less than the applicable area prevailing wage as established by the New York State  Department of Labor; and include standard prohibition of discrimination clauses (i.e.,  Bidder will not discriminate on account of race, creed, color, national origin, age, sex,  disability, or any other class protected by New York State or Federal Law). Payment for  the Work will be made monthly by payment of ONE TWELFTH (1/12) of the annual  Contract sum; commencing after the fourth (4th) Tuesday of June, 2021, and monthly  thereafter in a like manner. 
6. The Contract term will be from June 1, 2021 through May 31, 2022. The  Contract will be subject to annual renewals under the same terms, at the option of the  Village, for four (4) consecutive years. 
7. At the time of any Contract renewal, the Contract amount may be amended to  include new homes completed by May 31st of the prior year (and Bidder’s proposal should  include a price per unit for same). The annual Contract price will also be increased by the  Consumer Price Index (CPI) on March 1st of each renewal year over the CPI as of March  1st of the preceding year, or 5% above the Contract price for the preceding year (as  adjusted), whichever is less. 
8. All materials collected must be legally disposed of, with all solid waste disposed  of at the City of Albany’s Rapp Road Waste Management Facility (“RRWMF”) or any  other qualified DEC landfill site or facility for Solid Waste and Recyclables. All  Recyclables shall be disposed of by Bidder at no cost to the Village. 
9. All tipping fees for Solid Waste will be paid by the Village. If a facility other  than RRWMF is used, such cost shall not exceed the amount which would have been  charged by RRWMF. All tipping fees or disposal charges for Recyclables shall be the  responsibility of, and paid for by Bidder. Any sums received for the sale of Recyclables  shall be the property of, and retained by Bidder. (As an alternative, Bidder can also submit  a bid whereby both solid waste and recyclables tipping fees are paid by the Village.) 
10. All bids for the Work must be received at Voorheesville Village Hall on or  before April 16, 2021 at 10:00 a.m. at which time said bids will be opened and reviewed.  Any award will be made by the Village Board of Trustees. The Board reserves the right to  reject any and all bids, and to waive any informalities or irregularities in the bids received.

11. Bidders will be required to execute a non-collusive certificate. Bidders must  also provide bid security in the amount of five percent (5%) of any bid. Security may take  the form of a bid bond, or certified check made payable to the Village of Voorheesville. 
12. The successful Bidder must execute the Contract by April 30, 2021 and must  provide a performance bond, certified check or letter of credit in the amount of one hundred  percent (100%) of the Contract price at the time of the execution of the Contract. Any  surety company must be licensed to do business in the State of New York and be listed in  the U.S. Department of the Treasury Federal Register, Circular 570 - List of Approved  Surety Companies. 
13. To demonstrate qualifications to perform the work, Bidder must provide a list  of other municipalities with whom Bidder has had similar contracts; and a list of equipment  owned or available for the performance of the work. "
