NOTICE OF PUBLIC HEARING 
CONCERNING PARTIAL PROPERTY TAX EXEMPTION FOR VOLUNTEER  FIREFIGHTERS AND VOLUNTEER AMBULANCE WORKERS 
NOTICE IS HEREBY GIVEN, that a Public Hearing on the proposed adoption of a resolution granting a partial real property tax exemption pursuant to Real Property Tax Law §466-a for the primary residence of volunteer firefighters and volunteer ambulance workers will be held in and for the Knox Fire District on April 11, 2023 at 6:00PM at the Knox Fire House located at 2198 Berne Altamont Rd, Altamont New York 12009.  This is a rescheduled date from March 14, 2023, which was cancelled due to snow.
The proposed Resolution for consideration is abstracted as follows: 
RESOLVED, that the Board of Fire Commissioners of Knox District, hereby authorizes the Fire District to adopt RPTL §466-a volunteer firefighter and volunteer ambulance worker partial tax exemption for enrolled members of an incorporated fire company, fire department or incorporated voluntary ambulance service as determined by the authority having jurisdiction in the amount of 10% of the assessed value of a primary residence and upon a minimum service requirement of two years based upon the Fire District’s determination as the governing body, subject to all other statutory requirements. 
The Resolution setting the Public Hearing may be viewed in its entirety and the Fire District’s office during normal business hours.

Inflow and Infiltration Study
Village of Altamont, NY  
DUE DATE FOR SUBMISSION OF QUALIFICATION PACKAGE:  April 18, 2023

PROJECT INFORMATION:    
The Village of Altamont, having been awarded $50,000 for the Engineering Planning Grant by EFC through the NYS Consolidated Funding Application, is hereby seeking a qualified engineering firm to identify and document issues within the existing sewer collection system and provide rehab recommendations.  The project may consist of manhole inspections, CCTV, and smoke testing.  The project will be performed throughout the Village of Altamont.  The goal of the project is to identify storm and sewer cross connections, structurally deficient sewer mains /manholes, and illegal residential connections, and to understand the faults in the system, and have a corrective action plan to correct the identified sources of the I&I.  The Village Department of Public Works will provide assistance in locating and opening manhole covers for the project.  
SCOPE OF WORK:
The selected engineering firm will provide the following services:
Study Service for Inflow and Infiltration
Compliance with all funding requirements
Material procurement assistance as needed
Grant administration services as needed
CRITERIA FOR AWARD:
Experience evaluating sanitary sewer Inflow and Infiltration
Experience working on EFC funded projects
Qualification of key staff members
Statement of firm’s ability to provide the services in a timely manner
SUBMISSION REQUIREMENTS
Proposers are required to provide Qualification Packages that demonstrate the firm’s competence and qualifications for providing the desired services.  The Qualification Packages are to be submitted electronically to Patty Blackwood, by the date indicated above.  Qualification Packages shall be no more than three (3) pages in length and received after the indicated date may or may not be reviewed by the Village.
PROCESS FOR AWARD OF CONTRACT
The Village of Altamont will review the submitted Qualification Packages within 2 weeks of receipt.  Based on the criteria for award, the Village will select at least three (3) firms to discuss the project concept and any potential alternatives. Based on these discussions, the Village will select the firm it believes to be most advantageous to the project and enter into contract negotiations to determine compensation.  If an agreement is not reached, the Village will proceed to negotiate with the next most advantageous firm.  The Village will award the engineering contract on May 2, 2023 and expects work to begin within one month of the contract award.
