NOTICE TO BIDDERS

INVITATION TO BID:

The Berne Knox Westerlo Central School District, hereinafter referred to as the “Owner”, will be accepting sealed bids to furnish labor and materials for the following prime contracts:

SC1: Site Work

GC1: General Construction

PC1: Plumbing

HC1: HVAC

EC1: Electrical

Sealed bids shall be received for Berne Knox Westerlo Central School District Elementary (SED #01-02-01-04-0-001-019) and Secondary (SED #01-02-01-04-0-004-018) Additions and Alterations located at 1738 Helderberg Trail, Berne, New York 12023.  Work involves, but is not limited to, additions, alterations and site reconstruction.

The successful Bidder for each contract noted above will be entering into a single prime contract.  Sealed bids for this contract will be received until 3:00pm on Tuesday, 26 March 2019 prevailing time.  Bids shall be delivered to the attention of Stacy King-McElhiney at the District’s Business Office located at 1738 Helderberg Trail, Berne, New York 12023; phone 518.872.0909.  Shortly thereafter, bids will be opened and read aloud in the Secondary School cafeteria located at 1738 Helderberg Trail, Berne, New York 12023.

There will be a pre-bid meeting Thursday, 14 March 2019.  The pre bid meeting will be held at the Secondary School auditorium at 3:00pm.  General contractual requirements and scope of work will be discussed at this time.  A tour of the school site and facilities will be conducted following the pre bid meeting.  Bidding Contractors are strongly encouraged to attend the pre bid meeting and the tour of the school site and facilities.

OBTAINING CONTRACT DOCUMENTS:

Electronic download is available online with a non-refundable payment in the amount of Twenty Five Dollars ($25.00) for each download request.

Hard copies are available with a refundable payment by check only in the amount of One Hundred Dollars ($100.00) for each set, made payable to “Camelot Business Document Services”.  A fully refundable payment will be granted to Plan Holders who return their Bidding Requirements and Contract Documents complete and in good condition to Camelot Business Document Services, 630 Columbia Street Extension, Latham, New York 12110; Phone: 518.435.9696 within ten (10) days following the bid opening.

Compact disc is available with a non-refundable payment of Twenty Five Dollars ($25.00) for each disk.  Accepted payment will be credit card or a check made payable to “Camelot Business Document Services”.

UPS Ground Service will be the standard method of delivery of hard or compact disc copies, unless requested otherwise.  Non-refundable Delivery charges shall be determined by Camelot Business Document Services at time of shipment.  A non-refundable payment for delivery may be made by credit card or a check made payable to “Camelot Business Document Services”.

Upon request, hard or compact disc copies may also be delivered UPS Next Day Service using the same payment method above.

PROCEDURAL REQUIREMENTS:

Each bid must be accompanied by a Bid Bond payable to the Berne Knox Westerlo Central School District, in accordance with the Instructions to Bidders, for a sum equal to 5% of the base bid amount.  A Bidder may submit a certified check in lieu of a Bid Bond.  A Performance Bond and Payment Bond will be required of each successful Bidder, each Bond for the full amount of the contract price in accordance with the Contract Documents.  If a Bidder fails to execute the agreement in the Contract Documents or to furnish the required Performance Bond and Payment Bond within three (3) days from the date on which they are notified that their Bid has been accepted, their Bid Bond or certified check and the amount thereof shall be forfeited to the Owner.

No Bid will be considered unless received at the specified time, date, address, and in accordance with the Instructions to Bidders.  Any Bid may be withdrawn without prejudice prior to the official bid opening time or any publicized postponement thereof.  Any Bid received after the time and date stated above will be returned to the Bidder unopened.  Bidders may not withdraw their Bids for forty-five (45) days after the bid opening.

Successful Bidders will be required to comply with state prevailing wage requirements of section 220 of New York State Labor Law.  The Berne Knox Westerlo Central School District encourages all Prime Contractors to include Minority and Women-owned Business participation.

The Owner is a New York State Governmental entity and is exempt from payment of Federal Excise Tax, Sales and Compensating Use Taxes of the State of New York and of cities, counties and other subdivisions of the State.  No sales tax is to be paid on labor and materials incorporated in the work.

The construction site shall be maintained during the entire construction period as drug-free, alcohol-free, tobacco-free, and weapon-free.  Bidders are hereby advised that compliance with “Regulations of the Commissioner of Education, Part 155” will be required.

Bids will be evaluated in general conformance with the criteria presented in the Instructions to Bidders section of the Contract Documents.  The Owner reserves the right to reject any and all Bids, to waive irregularities in any and all Bids, and to accept any Bid which it deems to be in its best interest.

The right is reserved by the Owner to revise or amend the Contract Documents prior to the date set for the opening of bids.  Such revisions or amendments will be announced to the prospective Bidders by Addenda to the Contract Documents.  Receipt of Addenda, if issued, shall be acknowledged on the Bid Form.
