OGDENSBURG, N.Y. — Jo Ann Scoons, who was smart and motivated, died peacefully on Monday, Feb. 16, 2026, at St. Joseph’s Home in Ogdensburg, New York. She was 86.

Born Oct. 2, 1939, in Albany, she was the daughter of the late Ralph Scoons and Dorothy (née Hotaling) Scoons.

“Smart and motivated,” her family wrote in a tribute, “she achieved much success in her 23 years at Blue Cross Blue Shield where she started in the accounting department and ended her career as the Director of Customer Service for the State Service Center.

“After retiring, she continued to enjoy an active life with friends until her declining health curtailed those activities. She loved traveling, golf, bowling, shuffleboard, and playing cards.”
