Basile charged with public lewdness four times within the year

ALBANY COUNTY — Within the last year, Frederick Basile, 23, has been arrested four times for crimes involving public lewdness:

— Oct. 4, 2015: Basile was arrested by Albany Police for allegedly having exposed himself and committed a lewd act “with the intent of the victims observing him” on Homestead Avenue in Albany. The complainants were 10 and 11 years old, said Albany Police spokesman Steven Smith, who also said that Basile was living nearby at the time. Basile was charged with public lewdness — exposing one’s private parts — and endangering the welfare of a child, both misdemeanors;

— Oct. 7, 2015: In this incident, which occurred on Aug. 22, 2015 on Homestead Avenue in Albany, the arrest report by Albany Police says that Basile approached a victim from behind on a public street and exposed his penis and shook it at her; for his own sexual gratification, he also grabbed the victim’s buttocks as she attempted to evade him, the report says. He did this knowing that the acts could be harmful to the physical, mental, or moral welfare of the victim, who was less than 17 years old, the report says. Basile was charged in this incident with public lewdness, forcible touching, and acting in a manner injurious to a child, all misdemeanors. Smith said that the victim in this case was 16 and that Basile was living nearby at the time of the offense;

— March 15, 2016: Colonie Police charged Basile with public lewdness, a misdemeanor, in an incident in which a woman said that she had been walking her dog on March 15 between Blue Creek Elementary and Shaker Junior High School and passed by a man sitting near the path with his pants down, masturbating. When she returned to the same area with her dog a few minutes later he was pulling up his pants, the arrest report says, and began walking away. On a nearby street, the arrest report says, the woman saw the suspect again, and he said “hi” to her before running off. An officer searched the area and could not find the suspect, the report says; he then spoke with Basile, who was living nearby at the time and who claimed to have been home for over an hour. After the area was searched by multiple units, Basile was arrested; and

— Aug. 8, 2016: Albany Police charged Basile with public lewdness, a misdemeanor. The arrest report says that on July 14 he walked past a woman inside the Market 32 on Delaware Avenue and intentionally opened his pants and pulled up his shirt and exposed “his penis in a lewd manner which was observed” by the woman.
