GUILDERLAND — Mathew Manning, 55, of Utica pleaded guilty to driving while ability impaired by the combined influence of alcohol and drugs, a felony, before the Judge Peter Lynch in Albany County Court Wednesday morning.

A 40-year-old woman feels she was discriminated against for her neurological problems and fears she will have extended panic attacks in jail.
