“It’s a 70-30 grant,” Dineen said, meaning the village is on the hook for 30 percent of the project’s cost.

“No person or entity shall sell, offer for sale, apply, offer to use biosolids or compost derived from wastewater treatment for residential, agricultural, or commercial purposes and land in the Town,” the law says. For a violation, it implements a fine of not more than $2,000 per day.
